Default Age 4 with ODD? Does this sound about right?

I'm just wondering..Those of you who have had a child diagnosed with ODD, was it pretty obvious by this age? I'm just racking my brian trying to figure out what is going on with my child..I'm making an appointment with the pedi but was wondering if these behaviors sound on target..
Always feels a need to argue.
Must always get the last word in.
Can not or will not?? follow any rules.
Punishment of any sort doesn't seem to work.
I call it the gripe and moan syndrom: will find something wrong with everything..food, clothing, other people, the carseat, the pillow, the couch, the dog..Always complaining and no solution you offer is workable but makes good reason for an arguement.
Plus, this child can not sit still and has no attention span. All of this is rather new to me being as our other children have never had these issues.
Should I mention ODD to the pedi? Maybe even ADHD/ODD? what do other parents of children with these conditions think?
All I know for sure is our home is constant chaos and the stress level with this child is through the roof. We need resolve.
