I can find out from a friend of mine. Her daughter was born at 31 wks and didn't have a name until the NICU nurses told her one day "We have to send in the birth certificate by 2pm today, so you'll have to tell us her name before then" That was her 1st baby.
Her 3rd baby, a boy, was born this past November and he didn't have a name until they were being discharged after her c-section (4 days after birth)
I was told no name, no leave. We had to name her in order to leave the hospital!!!
We had such a hard time picking out the name too, it wasn't easy. Everyone said, Oh when you see her you will know what to name her, but that is so not true!
I think it's pretty much standard that you need to name the baby before the hospital discharges you. At least that was how it was with my first two, and all of my friends babies.

i think it may vary by state. i'm 99% sure they told us we could send in the paperwork to the name-keeping office (lol sorry don't remember the name, it's a state building though) within 2wks or so of her birth. luckily, we already had a name picked out. (i sat DH down when i was 42wks and we weren't aloud to get up until we decided on a name)
