Default Booster Seats, 4 year olds, and Virginia Laws

Hi... I have a four year old sterpdaughter, well she'll be 4 in June. She's pretty tall for her age but skinny. She just hit 30 pounds maybe 3 months ago. She's having a little trouble getting into her carseat in our Chevy Malibu and I was wondering if anyone knew the age and weight requirements for Virginia State Laws for booster seats. Or if you could point me in the right direction? I would greatly appreciate it. Thank you.

From what I'm reading she would have be be 4 and over 40 lbs.

CT switched the rules last year and I had to put my 6 yr old back into a booster seat until she is 7 and 70 lbs! She's 7 but about 10 lbs away from the weight requirement.
