Question Does relinquishing parental rights help with the state picking up the bill?

Adopted a Russian Boy now 10years old, approx. 7 years ago. Has RAD and much more. He needs residential treatment can not afford to pay. Does any one no about relinguishing parental rights and taking on the role of a foster parent? These foster parents get medicad and all kinds of money. I am in between a rock and a hard place. If this was a state adoption the state would be picking up the bill. Because this was an international adoption I am in a real mess. If this kid was on welfare the state again would be picking up the bill.
