Default Drinking to fast

Vinnie ((just turned 3 in September)) treats his sippy cup and his big boy cup just like his bottle when he was a baby. As soon as I give him juice or milk, he sits on the couch with his "manky" ((he can say blankie, but now it's just turned into the blankets name)) and slurps it down in under 5 minutes. It's not like he's super thirsty, I could re-fill his cup every 5 minutes and he would do the same thing. I've tried giving him just a half cup, and he still downs it, and looks for more. If I put water in the cup, he will whine and complain and throw tantrums until I replace it (which I will normally let go on until the next meal time - this has been going on for a month, with no end in sight), so I don't think he's got a problem where he needs to drink a lot, because if he was THAT thirsty, he'd drink the water. I've also tried just stopping him after a few sips, and he either goes into panic mode, saying "just one more sip!" or he'll wait until I am not looking, grab the cup, and hide and drink it all down. Any way I can get him to stop drinking like this? Or at least understand why he's doing this?
