Not certain about specific horse laws, but as far a neglect or abuse of animals. There are laws on the books in every state for this.

Consider contacting the local police, sheriff, or other law agency. There is always the ASPCA too.

We saw this recently locally with 3 horses, numerous cats and dogs being neglected on a farm. Animal Protection took all of the animals. Apparently the animals had been dumped at this farm over the years, the horses had been given as pets, and the owner was not able to keep up with the costs and energy to handle so many pets. It was an older person, and did not know who to turn to to help.

Let us know how this goes.

I would call ASPCA. Even if zoning allows for horses, if the animals are not well treated, they should investigate.

I do not know where you are, so I cannot say as to what extent it would be abuse, if any. I do know that out West it is common to see horses without a shelter, they do not have shelter in the wild either. As for the mud, my Dad owns horses, and they eat all of the edible vegetation to the point where they could colic. So, there pen is muddy during the spring and dry during the summer. But, saying that, they are also provided salt blocks, water and hay. BTW, the horses have a better house than we do. If you suspect neglect or abuse, call the vet (one that specializes in large animals) and have him and the county sherrif pay the owners a visit.
