Coupla ideas we have done. It depends on how the kids approach halloween and if they get scared or if they realize the scariness is part of the fun. And especially if they don't care if they are not the latest Disney character.
We used to keep a bag of hand-me downs for costumes,
Like (even for boys if they can tolerate it and have a sense of humor) put a boy in an old dress, (cut the hem if you have to) and he wears a scary ghoul or zombie mask, something boy-ish and gruesome, with clown shoes or hiking boots. This depends on your boy's sense of humor.
A coupla years ago my nephew, when he was seven, wore a wig with rollers in his hair, an old housecoat cut short, and eye make-up, but then again he is naturally a clown.
For girls, again, with a sense of humor and if they tolerate zaniness, slick back her hair, have her wear a shirt with a tie, and paint a moustache on her and maybe glasses also; or get the groucho glasses with the big eyebrows and moustache to go with the clothes.
