Unhappy I'm disturbed...is this normal?

This is really hard and embarrasing for me to write out but I seriously don't know who else to ask.
I have been noticing this last week my 5 year old daughter's private parts are all red. I have been very diligent in teaching her how to wipe correctly and washing her myself to make sure she's clean. We've never had a problem til now.
Well last night when I looked in to check up on her I saw her pull her pajamas back up under the covers. I was just so weirded out. I tryed to just stay calm and ask her what she was doing and she told me after a few minutes that she was touching herself . She has done it in the past on and off. She won't really tell me why she wants to do that. I am just severely freaked out.
I'm scared I'm also going to get judged by telling anyone this. I know my daughter is not being touched or abused in anyway, I hope noone will jump to that conclusion. I myself am a victim of sexual abuse, I am severely paranoid about it happening to my children and I watch out for EVERYTHING. I check their "areas" all the time. I don't let them spend the night with anyone but my inlaws.Like I said I am super paranoid. I have asked her calmly, is anyone touching her like that and she says no. I have tought her since I can remember that it's wrong and if anyone does that tell me immediatley. She knows.
I just am at a loss. Is this normal for a 5 year old to explore? What do I do???
