Default Itchy toddler

My daughter was prescribed hydrocortisone 1% cream, and on the tube it says to apply twice daily. Is that a 12 hour or a 24 hour time frame? Poor baby is just so itchy, and I'm afraid she is going to scratch right through her clothing! I gave her an oatmeal bath earlier, but it is late now and I don't want to wake everyone. She had a dose of her medicine an hour ago.

Would lotion help, or just irritate it? I'm thinking about giving her some tylenol and hoping she goes back to bed. Poor thing is so grouchy. I read that this skin condition she has can burn sometimes. Hope that isn't the case!
