Default One per purchase - aarrggh!

So I have moved - to an area in FL with a well stocked, really nice, big CVS. And oh my oh my, they just have to be strict with all coupons.

So today, I went in with a bunch of the $3 off two Herbal Essence. They were on sale 2 for $5. I bought 6 and used three coupons. Oh my. One per purchase ma'am. Yes ma'am, that;s in all the CVS stores now. They just HAVE to be so strict with coupons, you see.

Fortunately they agreed to ring them up as separate transactions. I had time, and the store was not busy. They were very nice. But oh my oh my, so strict you know. Just can't be too careful.

In one of the transactions, they forgot to ring in a CVS coupon. Had to do it over. Oh, wait, can't scan those other coupons again. So I said forget it. I can still use it on another purchase at another time.

Now, I never had this in the teeny tiny little store in NJ that never had enough of anything. So has this changed in the past month or so? Anyone else running into this?
