How many are adults? Are the adults working? Trying to find work?
Its a tough call. We all know how hard jobs are to come by, or even keep for that matter.
Of course I would hope that would only be a temporary residence until a better one could be afforded. How can anyone have reasonable privacy?

How old are the kids? I'm assuming the adults are sharing one room? Is there a baby(ies) in with the adults? Is everyone there full time, or are some of the kids weekend bunkers only?

Like Jo says We have 4 kids gonna be 5 kids, with to 2 parents, in 3 bedrooms. but all girls so its a bit easier.
as long as there are not older teens with younger non siblings, or at least very watched for any misconduct. That would be my big worry.

Anything is do-able if all the adults & kids try to get along.
Bunk beds. Or the fullbed on the bottom & twin on top.
Having grown-up in a large family, we always had our own beds.
Lots of bunk beds.
We grew up in a huge 4 level home, 5 bedrooms.
At one point, my grandmother lived w/ us and had
her own bedroom out of the 5 bedrooms.
5 of we girls (grade school & younger) were all in
one room.
It was a huge bedroom though. Could fit 4 twin beds & 1 baby bed
on one wall and had plenty of play room. With the bunkbeds up, even more room.
Get 2 sets of bunk beds or 2 trundle beds and you're set to go.
Give each child their own little bit of space for just their stuff,
even if it is a box underneath the beds.

And set a timer in the bathroom too.
We were allowed 5 min showers. Hair, dressing, etc in the bedrooms, not the bathroom.

It's illegal here. Our apt(2bedroom) said a max of 6 people for a 2 bedroom per state law.

I was going to say its illegal in most areas. With that said our 2 br apt could handle it, our bedroom is 20x13 and could fit 3 bunk beds against the wall and then have room to move but it would never be allowed
