Default Vintage Jack Daniels going down the drain

OK, here is something I do not understand:
http://www.newsweek.com/id/70601

This old whiskey, some of which is almost 100 years old, was seized because the collectors who were selling it and sampling it did not have a liquor license.

Arent there auctions for this sort of thing? Do auction houses which sell vintage wines and liquors have a liquor license?

I really hope they keep the sauce bottled up, and not pour it down the drain. Shame to destroy a fine and expensive liquor because 21st century people screwed up.

They won't dump it...they'll mark it destroyed officially, I'm sure, but someone will end up with it.
