Default Who's the boss?

I feel like my husband lets his five year old daughter have too much control...
Last night we where planning to go to an event that was kid friendly but yet would have been way more enjoyable for me and my husband to go to alone(not just my opinion...his too). We took all the kids last week (my 3 and his 1). He had tossed the idea of getting a babysitter or having the older two look after the little ones so that we could go by ourselves this week. My 15 year old wanted to bring a friend along and I told her she couldn't so she said she wanted to stay at home. So then my 14 year old says if big sis is not going she really doesn't care to go either. I mentioned this to my husband and he said maybe we could get them to watch the two little ones. I thought that would be a great idea. He was concerned that the older two would not watch the little ones very well and I told him if we offer to pay them for their babysitting service and rent them all a kid appropriate movie, they will be fine(we leave my 4 year old in their care all the time). So his daughter walks into the backyard where we were having this discussion and he says "do you want to go with us or stay at home" of course she says go what child wouldn't. I feel it should not have been her decision. So when we got home I told him of my frustration about he situation and he again mentioned he didn't feel like the big girls would give the little ones their full attention while we were out. So if that is the case why did he even give his daughter a choice?
Just needing to vent but any advice would be appreciated.
