I think it would maybe be kind of fun as a novelty. I am not sure how effective it would be for really rough feet like my husband's . But I would try it.
I didn't see that the article addressed the issues you raised about humane treatment and properly filtered water. I would think they would need really good water filtration what with all the feet in the water. I guess you could always ask the salon manager when you went in for the treatment?
My first thought was "Does it tickle?" I saw the picture and can't imagine what the sensation would feel like on my feet. I think it would kind of weird me out.
Most ladies go for the rest and relaxation of a pedicure.
This would not be condusive to those needing R&R.

Ew!! That seems sooo gross! But I guess I might try it. It seems as though everyone's feet are in the same tub at the same time? Toward the end of the article it said that when someone with a lot of dead skin on their feet would put their feet in, then the fish would leave the others alone.. So it seems like all feet are in the same tub?? Now THAT grosses me out.
But it seems really interesting! If there was one around here I might give it a try!
